System Pressure and Monitoring Requirements Not Met in April 2021 for Loss of Water Pressure

The Keyes Community Service District was in violation of section 64602(a) of Title 22 of the California Code of Regulations that requires water systems to operate each distribution system in a manner to assure that the minimum operating pressure in the water main at the user service line connection throughout the distribution system is not less than 20 pounds per square inch (psi) at all times.,  On April 18, 2021, we lost distribution system pressure and therefore we could not be sure of the quality of our drinking water during that time.

The Keyes Community Service District was also in violation of section 64421 (b)(4) of Title 22 of the California Code of Regulations that requires additional bacteriological monitoring after any system pressure loss to less than 5 psi.  On April 18, 2021, our distribution system pressure did drop below 5 psi but we failed to collect adequate number of bacteriological samples that represented the water quality in all areas of the water system that experienced pressures below 5 psi.  Therefore, we could not be sure of the quality of our drinking water during that time.

What should I do?

·         There is nothing you need to do at this time.

What happened? What is being done?

·         On April 18, 2021, the distribution system lost pressure.  Pressure was lost due to the storage tank level transducer failure.  For unknown reasons, as the level in the tank was approaching the tank fill start set point the reading stuck just above the set-point and didn’t change for approximately 2 hours.  Because of the level reading not changing, no alarm was sent.  The transducer level reading also initiates the low-level alarm.  As the level in the tank continued to decrease it dropped below the low-low level switch.  This switch keeps the tank from going completely dry.  Once this switch was activated it initiated the booster pumps to shut down.  This resulted in the system pressure to drop to approximately 4 psi.  The low-low switch also initiated the tank to start filling.  After approximately 1 hour the level in the tank was high enough to reset the switch, turn the pumps back on and restore system pressure.  This event caused the District to evaluate the need for a second level sensor.  We plan to install this second level sensor and have it as a back-up for the primary sensor.  This would activate upon failure of the primary sensor.

Secondary Notification Requirements

Upon receipt of notification from a person operating a public water system, the following notification must be given within 10 days [Health and Safety Code Section 116450(g)]:

·         SCHOOLS: Must notify school employees, students, and parents (if the students are minors).

·         RESIDENTIAL RENTAL PROPERTY OWNERS OR MANAGERS (including nursing homes and care facilitiew): Must notify tenants.

·         BUSINESS PROPERTY OWNERS, MANAGERS, OR OPERATORS: Must notify employees of businesses located on the property.

·         El 18 de abril de 2021, el sistema de distribución perdió presión. La presión de agua se perdió debido a la falla del transductor del nivel del tanque de almacenamiento de agua. Por razones desconocidas, como el nivel en el tanque se acercaba al punto de inicio de llenarse, los dos niveles de lectura se juntaron encima de otro y no se hizo el ajuste necesario y no hubo cambió aproximadamente por 2 horas. Debido a esto el nivel no cambia, y no se envió ninguna alarma. Este transductor también inicia la alarma cuando baja el nivel del agua. A medida que el nivel de agua continuó disminuyendo, cayó por debajo del interruptor del nivel. Este interruptor evita que el tanque, no se seque por completo. Al activarse este interruptor, las bombas de agua de refuerzo se empiezan apagar. 

    Esto dio resultado que la presión del sistema de agua, bajo aproximadamente 4 (psi). Con estos resultados el tanque se comenzara a llenar. Después de aproximadamente 1 hora, el nivel en el tanque se lleno lo suficientemente  para restablecer el interruptor, y se vuelvan a encender las bombas de agua y restaurar la presión en el sistema. Este evento causo, que el Distrito evaluara la necesidad de instalar un segundo sensor. Tenemos planeado instalar este segundo sensor y tenerlo como respaldo de seguridad para el primer sensor. Este solo se activaría si el primer sensor fallara.
